The bust follows the April 24th arrest of two individuals in Noida, Uttar Pradesh, by the Uttar Pradesh Anti-Terror Squad (ATS). Tushar Chauhan, also known as Hizbullah Ali Khan, and Samir Khan were allegedly operating under the direction of Pakistan-based handlers and the Inter-Services Intelligence (ISI). The ATS reported that the two were in contact with Pakistani gangsters Shahzad Bhatti and Abid Jatt, using social media platforms to radicalize and recruit youth. They were found in possession of a pistol, live ammunition, and a knife.
