Manokwari Timur district officials are stepping up public education campaigns to counter vaccine hesitancy amid a measles outbreak in Manokwari Regency, setting the stage for a mass Outbreak Response Immunization (ORI) campaign scheduled for October 5–17, 2026. Health authorities have confirmed dozens of suspect cases across multiple district health center work areas, driven largely by a lack of prior vaccination history among young children.
District Officials Push Community Outreach Against Vaccine Hesitancy
Local leaders in Manokwari Timur are intensifying door-to-door education and coordination with community health centers, known as puskesmas, to address parental resistance. Sebrang Gerard Wabia, head of community empowerment for Manokwari Timur district, stated that officials will not halt their outreach despite encountering localized rejections from parents refusing to immunize their children.
"We hope that this is a rescue action, so we will not stop delivering messages so that this is useful and beneficial for their own lives," Wabia said.
Wabia emphasized that district workers, health cadres, and puskesmas staff are coordinating to answer parental doubts and explain the protective nature of the measles-rubella vaccine. Similar resistance has surfaced in other sectors, including Wosi Kelurahan in West Manokwari District, where health workers continue to face parental pushback. District involvement remains crucial to bridge the gap between hesitant households and vaccination posts.
Measles Outbreak Triggers October Immunization Drive
The intensified community engagement directly supports the Manokwari District Health Office’s response to an epidemiological measles outbreak. Alexander Takdare, acting head of the Manokwari District Health Office, reported that tracking through the 36th week of 2026 revealed 70 suspect measles cases spread across eight puskesmas work areas.
Laboratory testing confirmed three positive cases, located within the work areas of Wosi, Sanggeng, and Pasir Putih puskesmas. Vulnerable young children bear the heaviest burden of the surge:
- Toddlers Impacted: 47 cases, representing 67 percent of the total, occurred in children under five years old.
- Vaccination Status: 49 cases, or 70 percent, had no documented history of immunization.
- Hospitalizations: 34 patients required hospital care, with zero deaths reported at the time of the data release.
The surge crossed epidemiological outbreak thresholds between the 31st and 36th weeks, which saw 28 recorded cases. A notable cluster emerged in Kampung Susweni within the Amban puskesmas work area, accounting for 13 patients over a roughly 20-day span.
Coordinated Mass Immunization Strategy for October 2026
To halt transmission, the Manokwari District Health Office scheduled a 12-day Outbreak Response Immunization campaign from October 5 to October 17, 2026. The emergency intervention targets children aged nine months to under five years across every village, aiming for a minimum coverage rate of 95 percent.
Eleven puskesmas are coordinating the rollout. Ahead of the immunization dates, health authorities conducted widespread advocacy and socialization involving district and village governments, community health cadres, religious leaders, traditional figures, and TNI-Polri security personnel to build community trust and secure high participation rates.
