Maricopa County Sheriff’s Office Misallocates Millions from Racial Profiling Settlement

The Maricopa County Sheriff’s Office (MCSO) has faced scrutiny for misallocating over $200 million in expenses tied to a federal settlement aimed at addressing racial profiling, according to a recent audit and investigative reports. The settlement, stemming from a 2013 ruling in *Melendres v. Arpaio*, required MCSO to implement reforms to eliminate discriminatory practices, including documenting traffic stops and increasing oversight of deputy conduct. However, an audit revealed that a significant portion of the funds was used for unrelated or excessive expenditures.

Audit Uncovers Widespread Mismanagement

A court-mandated audit of MCSO spending, conducted by financial experts William Ansbrow and Eric Melancon, found that 72% of the $226 million charged to the settlement between 2013 and 2023 was misattributed or misappropriated. Key findings include:

  • Unrelated Expenses: The sheriff’s office billed $7,670 for cable TV subscriptions, $5,077 for attendance at National Police Week and $4,070 for horse-related training—expenses deemed irrelevant to the racial profiling reforms.
  • Excessive Purchases: MCSO spent $1.7 million on Tasers, despite court orders not requiring their use, and $8.6 million on body cameras, far exceeding the number of deputies mandated to wear them.
  • Office Renovations: $1.5 million was allocated to renovate the Professional Standards Bureau’s offices in a Phoenix high-rise, despite the bureau already operating separately from department leadership.

The audit also highlighted a lack of oversight by the Maricopa County Board of Supervisors, which approved budgets without verifying that funds were used for court-ordered reforms. “This mischaracterization misleads the public on the cost of reform efforts and calls into question MCSO’s credibility,” the auditors stated.

Political Backlash and Legal Challenges

Republican leaders, including Sheriff Jerry Sheridan and Board of Supervisors members, have argued that the settlement’s costs are excessive, and unnecessary. They have filed a motion to end federal judicial oversight, claiming the reforms have already achieved their goals. However, the court has yet to resolve the case, as disparities in traffic stops and uninvestigated misconduct claims persist.
