The County of Maui Department of Management scheduled a public hearing for Oct. 7, 2026, to receive public input on proposed new rules governing the administration of County grants. The hearing will take place from 5 to 7 p.m. at the Velma Santos Community Center, located at 395 Waena Street in Wailuku, with virtual participation available via Microsoft Teams.
Proposed Grant Administration Rules and Objectives
The draft rules establish a consistent, Countywide framework for administering grants under Maui County Code Chapter 3.36. According to the Department of Management, the primary goal of the regulatory update is to strengthen transparency, accountability, and consistency while establishing clearer expectations for County departments, grant applicants, and grantees.
The proposed regulations cover a broad range of administrative areas, including:

- Grant application procedures and timelines
- Fiscal sponsorship and submission requirements
- Insurance, indemnification, and recordkeeping
- Financial documentation and quarterly and final reporting requirements
- Grant payments, reimbursements, and equipment purchases
- Allowable administrative, travel, and conference expenses
- Grant monitoring, evaluation, and procedures for addressing noncompliance
These rules apply Countywide to all departments and agencies that administer County grants, as well as any organizations and individuals that receive County grant funding.
Public Hearing and Testimony Details
The public hearing is being conducted pursuant to Section 91-3(a) of the Hawaiʻi Revised Statutes. Interested individuals can provide oral or written testimony during the scheduled session. Written testimony will be accepted through the conclusion of the hearing on Oct. 7, 2026.
