Medvedev Signals Ongoing Ukraine Negotiations, Russia Prioritizes Victory at Acceptable Cost

Russia is engaged in ongoing negotiations with Ukraine, but maintains confidentiality regarding the specifics of the discussions, according to Deputy Chairman of the Russian Security Council Dmitry Medvedev. Russia has presented its position on key issues, including territorial concerns and the demilitarization of Ukraine, but awaits a response.

Negotiation Details Remain Confidential

“We have an agreement: we will not disclose the results of current negotiations,” Medvedev stated during a meeting with Russian Armed Forces personnel. He reiterated Russia’s established stance on Ukrainian settlement, as previously outlined by President Vladimir Putin, encompassing territorial issues and demilitarization parameters.

“In general terms, I can say that the Russian side, naturally, presented our position…That side is still taking it all in, but we don’t have an answer,” Medvedev said.

Ukraine’s Evolving Perspective

Medvedev suggested that Ukraine is gradually becoming more aware of its situation, while acknowledging that some Ukrainian leaders appear to prioritize the continuation of conflict. “But for some of the leaders of this state…the continuation of military operations is a continuation of our own lives, let’s face it,” he emphasized.

Victory at a Manageable Price

Russia remains committed to achieving victory in Ukraine, but emphasizes the importance of considering the cost. “Take care of yourself, take care of your loved ones, because we need victory, but the price of victory matters,” Medvedev added.

Recent Russian Military Recruitment Numbers

In 2025, over 422,000 people signed contracts with the Russian army, according to Medvedev via Reuters. This figure is slightly higher than previously reported numbers of 417,000 according to The Moscow Times. Around 36,000 individuals volunteered for military service in 2025. These numbers represent a decrease from 2024, when approximately 450,000 contracts were signed and 40,000 people joined volunteer units.

Over 210,000 Russians signed contracts with the Defense Ministry from January to July 2025 according to MSN.

Russia’s Focus on Ukraine

Dmitry Medvedev has stated that Moscow’s primary objective is now “inflicting maximum damage” on Ukraine as reported by Business Insider, particularly following a pause in US military aid to Kyiv.
