Meta has launched Muse Image, a new AI image generator integrated into Instagram, WhatsApp, and the Meta AI app. The tool allows users to generate images using text prompts and can incorporate real people into generated visuals by tagging public Instagram accounts, a feature that has sparked immediate privacy concerns among users.

How Muse Image Integration Works Across Meta Apps

Meta released Muse Image as a free tool available through the Meta AI app and within Instagram and WhatsApp. According to the company, the model allows users to create everything from cartoon-style art to complex layouts like postcards and invitations. It also supports the generation of QR codes embedded directly within images.

The tool is currently available for Instagram Stories and direct messages on WhatsApp. Meta announced plans to expand the feature to Facebook and Messenger later this year. For users in the U.S., Muse Image powers 30 new AI effects for Instagram Stories, including customizable filters that modify existing photos.

The Privacy Controversy Over Instagram Tagging

The most contentious feature of Muse Image is its ability to use “social context” from Instagram. Meta states that the AI can create images featuring specific individuals if a user tags a public Instagram account in the prompt. Meta’s policy specifies that “people may be able to create content with your Instagram content using AI features at Meta” provided the account is public.

The Privacy Controversy Over Instagram Tagging

This functionality has drawn criticism on X (formerly Twitter), where users have described the ability to pull real people into AI photos without explicit consent as a “privacy landmine.” While Meta notes that users will be notified when content is created using these AI features, the setting is enabled by default.

Users can limit this exposure by opting out through their account settings or by switching their profile to private. However, Meta clarified that changing privacy settings to private will stop future generations but will not delete images already created using the tool.

Technical Architecture and Performance

Developed by Meta Superintelligence Labs (MSL) and led by Alexandr Wang, Muse Image is described by Wang as “agentic.” According to a post on Threads, the tool integrates with Muse Spark—a large language model launched in April—to reason through prompts, search the web, and plan the image composition before generating the final output.

In terms of industry benchmarking, Muse Image currently ranks second on the Arena Elo rankings for text-to-image, single-image editing, and multi-image editing, trailing only OpenAI’s GPT Image 2. Meta is also developing Muse Video, which currently holds the third-place spot on the Arena Elo rankings for text-to-video.

Pricing and Business Applications

While Muse Image is free for general use, Meta has implemented usage limits. Users who exceed these limits must either wait for the reset or subscribe to a paid plan, such as Meta One.

Beyond consumer use, Meta is integrating the model into its business and advertising suite. The tool will support image generation within Advantage Plus, Meta’s automated advertising system, allowing brands and agencies to generate various image variants for marketing campaigns.

Meta’s History of Privacy Scrutiny

The rollout of Muse Image comes as Meta continues to manage a history of regulatory challenges regarding user data. In 2019, the company paid a $5 billion fine to the U.S. Federal Trade Commission (FTC) following the Cambridge Analytica scandal, where data from tens of millions of users was harvested without knowledge.

Further regulatory pressure led Meta to shut down its facial-recognition system in 2021 due to lawsuits over biometric data collection. The company also remains under scrutiny regarding the impact of Instagram on the mental health of teenagers, facing potential penalties totaling up to $1.4 trillion.
