Mexico State Congressman Proposes Waste Disposal Fee for Mexico City
Congressman Elías Rescala Jiménez, coordinator of the PRI Parliamentary Group in the State of Mexico Congress, has proposed a latest fee for waste sent to the State of Mexico from Mexico City. The initiative aims to allocate resources to municipalities receiving the waste and ensure a healthy environment for residents.
Proposed Fee Structure
The proposal suggests a contribution of 200 pesos per ton of waste originating from Mexico City – whether transported directly or through intermediaries. This fee would apply to entities utilizing the State of Mexico’s waste infrastructure, including final disposal sites, landfills, and comprehensive waste centers.
Revenue Allocation
If approved, the revenue generated from this fee will be distributed as follows:
- 67% will be allocated to municipalities within the State of Mexico that receive and process the waste. These funds will be used for mitigation, remediation, and improvement of contaminated areas, as well as repair of affected road infrastructure.
- 33% will be allocated to state-level actions aimed at guaranteeing the right to a healthy environment for all residents.
Waste Management in the State of Mexico
The State of Mexico currently manages approximately 26,000 tons of garbage daily. Approximately 10,000 tons originate from Mexico City, totaling around 3.65 million tons annually, with an additional 2,000 tons coming from the state of Hidalgo [Source: Congreso Edomex].
Legislative Process and Requirements
The initiative proposes amendments to the Financial Code of the State of Mexico and Municipalities, creating a new chapter on the Right for Reception, Storage, Treatment and Final Disposal of Waste. Entities disposing of waste will be required to maintain a waste registry detailing the origin, amount, and date of disposal. The state Finance Secretariat will issue general rules and has 90 days to implement necessary regulatory and administrative adjustments upon the decree’s enactment.
