Five Die in Fire at Pemex’s Olmeca Refinery in Mexico

A fire erupted outside Mexico’s Olmeca refinery in Tabasco on Tuesday, March 17, 2026, resulting in the deaths of five people, state-owned oil company Petróleos Mexicanos (Pemex) confirmed. Reuters and El Heraldo de Tabasco reported on the incident.

What Happened at the Olmeca Refinery?

The fire broke out around 6:00 AM local time outside the refinery’s perimeter wall. Pemex stated that heavy rains caused oily water to overflow, leading to a pooling of the liquid and its subsequent ignition. Footage of the incident shows flames and thick smoke rising from the facility.

Firefighting crews worked for over two hours to extinguish the blaze. Pemex confirmed that one of the victims was a refinery employee, but details regarding the identities of the other four casualties have not yet been released.

Olmeca Refinery: A Strategic Project

The Olmeca refinery, also known as Las Bocas due to its location at the Port of Las Bocas in Paraíso, Tabasco, began production in 2024 after being inaugurated in 2022. Mexico News Daily reports that the refinery was a flagship project of former President Andrés Manuel López Obrador, intended to bolster Mexico’s energy sovereignty and reduce reliance on fuel imports.

In 2025, the Olmeca refinery received third place in the megaproject category at the International Project Excellence Awards granted by the International Project Management Association (IPMA). The refinery competed with over 150 large-scale projects worldwide and was recognized for its best practices in planning, technological innovation and execution.

Challenges and Production Capacity

Despite its strategic importance, the $20 billion Olmeca refinery has faced challenges, including technical setbacks and logistical gaps. Dean Barber’s Substack notes that the refinery has operated below its designed capacity of 340,000 to 360,000 barrels per day. In May 2025, output reached only 115,000 b/d.

The refinery produces fuels including Pemex Magna gasoline, Pemex Premium gasoline, ultra-low sulfur diesel (ULSD), eco-friendly diesel (EDE), coke, sulfur, LP gas, and propylene.

Investigation Underway

Pemex has stated that an investigation into the cause of the fire is underway, with collaboration from relevant authorities. The company is working to determine the precise circumstances that led to the incident and prevent future occurrences.
