The Intendencia de Montevideo (IMM) has opened registration for the second edition of the "Mejorá tu vivienda" program, offering loans for home repairs to residents in specific central districts. Applications are open from July 1 to July 31, 2024, targeting properties in Municipalities B, C, CH, D, and E to address urban deterioration and provide technical guidance for necessary construction projects.
Who can apply for the program?
The program is designed for property owners, promitente buyers, and those holding succession rights within the designated central areas. According to the Intendencia de Montevideo, applicants must belong to a household with income between 20 and 100 Unidades Reajustables (UR). Additionally, the property must be up to date with all municipal and utility obligations, including property taxes (contribución inmobiliaria), sanitation fees, and payments to OSE, UTE, and Antel.
For renters or usufructuaries, the program requires explicit authorization from the property owner to proceed with any renovation work.
What home improvements are covered?
Loans are intended for structural and maintenance interventions. The official program guidelines specify that funds can be used for:
- Essential repairs: Kitchen and bathroom renovations, floor replacements, and wall or ceiling moisture treatment.
- Building maintenance: Exterior facade painting and cleaning, roof waterproofing, and repairs to common areas in apartment buildings, such as staircases or elevator shafts.
- Infrastructure: Connection to the public sanitation network.
The financing limits are tiered based on property type. Individual homes may receive up to $268.000, while horizontal properties and cooperatives can access up to $1.625.000, with a cap of $216.000 per individual unit. In certain cases, the Intendencia may provide additional subsidies for facade work if recommended by the technical team.
How to submit an application
Interested residents have three primary ways to register between July 1 and July 31:
- In-person at the Intendencia: Visit the main building at Av. 18 de Julio 1360, Monday through Friday, from 10:15 to 15:45.
- Rehabilitation Office: Visit the Oficina de Rehabilitación Urbana located in Ciudad Vieja at Pérez Castellanos 1542, open Wednesdays and Fridays from 10:15 to 15:45.

Required documentation
Applicants must provide specific paperwork to verify their eligibility. For individual homes, the list includes:
- Identity cards for all household members.
- Proof of income (salary slips, pension, or retirement statements).
- Recent payment receipts for OSE, UTE, Antel, and municipal taxes.
- For applicants over 70, a solidary signature from a person under 70 is required, along with that individual’s ID and proof of income.
For horizontal properties (apartments), a document of conformity signed by the majority of co-owners must be submitted, along with the ID of the property’s representative and proof of up-to-date tax and common expense payments.
