New Belgian License Plate Payment System from 2027: What Changes?

Starting in January 2027, motorists registering a vehicle in Belgium will pay the mandatory thirty-euro license plate fee upfront during the application process, ending the long-standing practice of paying cash or digital codes upon doorstep delivery by bpost. The Belgian federal minister approved the overhaul as part of a new five-year public contract awarded to Speos for the production and distribution of vehicle registration plates under the Federal Public Service (FPS) Mobility and Transport.

How the 2027 License Plate Payment Shift Works

Under the upcoming system, car owners will settle the thirty-euro fee immediately when applying for vehicle registration. Most applicants complete this step through an insurance broker or car dealer using the online WebDIV application. The digital environment integrates the fee directly into the workflow, allowing drivers to finish the transaction using an online payment method before the system dispatches the order to the manufacturer.

Once payment clears, the physical license plate and registration certificate ship directly to the specified delivery address. Because the transaction occurs digitally prior to dispatch, mail carriers can drop packages into mailboxes or leave them in secure locations if recipients are not home, eliminating the need for an in-person financial exchange at the door.

Comparing the 2027 Online Model to the Current bpost Delivery System

The upcoming procedure contrasts with the rules governing registrations until the end of 2026. Under the current framework, motorists request plates digitally or through a Vehicle Registration Office (DIV) window, while bpost handles production and delivery. Drivers currently pay the thirty-euro fee only when the post carrier hands over the shipment, using cash or a smartphone QR code.

While that cash-on-delivery method operated as the standard for years, it frequently creates logistical hurdles. If recipients miss the delivery, mail carriers cannot leave the package behind. Applicants must subsequently pick up the license plate in person and settle the fee elsewhere, generating administrative delays for both citizens and postal workers.

Operational Reasons Behind the Federal Overhaul

The federal cabinet selected Speos for a five-year production contract to achieve specific administrative efficiencies within the FPS Mobility and Transport. Requiring upfront digital payments eliminates the time postal workers spend collecting money at doorsteps, which accelerates daily delivery routes. The change also removes the security risks associated with mail carriers walking routes while carrying cash or handling financial transactions on the street. The electronic structure also ensures the government receives revenues directly and without processing delays.

For Belgian drivers, the total cost and quality of the license plate remain identical. The reform alters only the sequence of administrative steps, replacing post-delivery cash collections with upfront digital checkout to ensure quicker deliveries and fewer missed-package trips.
