According to Police Commissioner Jessica Tisch, a preliminary analysis by the bomb squad determined the device was not a hoax or a smoke bomb, but a functioning IED capable of causing serious injury or death. A second device was also discovered and is undergoing further analysis as reported by the New York Times.
Two men, identified as Emir Balat and Ibrahim Kayumi, were arrested at the scene and are currently in custody. The New York Police Department is collaborating with federal prosecutors and the FBI through a joint terrorism taskforce to investigate the incident according to CNN.

One individual present at the protest, Robert Lang, has a history of legal issues, including a prior charge of assaulting an officer with a baseball bat. He recently received clemency as part of Donald Trump’s pardon of January 6 defendants and is now running for US Senate in Florida.
