FirstEnergy Pennsylvania Offers Assistance Programs to Support Customers Manage Winter Bills
GREENSBURG, Pa. – As temperatures fluctuate and energy usage remains a concern for households, FirstEnergy Pennsylvania Electric Company (FE PA) – operating locally as Penn Power, Penelec, Met-Ed, and West Penn Power – is reminding customers of available bill assistance programs. These programs are designed to help eligible customers manage their energy costs and avoid service disconnection.

If you’re having trouble paying your electric bill, please reach out. There are programs and payment options that may help lower your bill or prevent disconnection, and our team is here to guide you through them.”
Available Assistance Programs
- Pennsylvania Customer Assistance Program (PCAP): This program allows eligible residential customers to pay a percentage of their household income each month instead of their actual charges. Participants may also qualify for past-due balance elimination.
- Low-Income Home Energy Assistance Program (LIHEAP): LIHEAP provides direct payments to the utility company to assist with heating bills or to restore service. Applications are being accepted through April 10.
- WARM – Low-Income Usage Reduction Program (LIURP): Homeowners and renters can receive a home energy audit and a personalized plan to save energy. Some customers may qualify for no-cost energy-saving home improvements.
- Dollar Energy Fund (DEF): This emergency hardship fund helps customers maintain or restore service.
Customers interested in supporting those in need can donate to the Dollar Energy Fund to help Pennsylvania families struggling with electricity costs.
