PNP Launches Information Drive to Combat Smuggled Cigarette Sales
The Philippine National Police (PNP) is initiating a nationwide information drive aimed at discouraging retailers, particularly sari-sari store owners, from selling smuggled and illegally manufactured cigarettes. This effort is a key component of a broader strategy to dismantle the supply networks of cigarette smuggling syndicates, according to PNP officials.
Addressing the Supply Chain
Acting PNP chief Lt. Gen. Jose Melencio Nartatez Jr. Has directed police chiefs to collaborate with local government units (LGUs) and barangay officials to educate sari-sari store owners about the operations of smuggling syndicates. The goal is to raise awareness that selling smuggled cigarettes inadvertently supports these criminal networks and carries legal consequences.
“We have to make sari-sari store owners fully understand that they are becoming enablers of smuggling and illegal manufacture of the cigarettes the moment they agree to sell them to their customers, and there are legal consequences in doing that,” Nartatez stated.
Government Warnings and Raids
The information campaign follows a warning from Department of the Interior and Local Government (DILG) Secretary Jonvic Remulla, who announced impending raids on public markets and small retailers as part of the government’s intensified crackdown on illegal cigarettes. Remulla reportedly gave store owners one week to dispose of any smuggled products.
Recent PNP Operations and Seizures
The PNP has been actively conducting operations against smuggled cigarettes, resulting in significant seizures. In February 2026 alone, authorities have confiscated over P1 billion worth of smuggled cigarettes from January 1 to February 12, 2026 as reported by ABS-CBN News.
Recent operations include:
- A series of raids from February 5 to 7, resulting in the arrest of fifteen individuals, including three Chinese nationals, and the seizure of over P91 million worth of smuggled and illegal cigarettes. GMA Network
- The confiscation of approximately P138 million worth of smuggled cigarettes in Cebu.
- From August 26 to October 16, authorities seized PHP240 million worth of smuggled cigarettes and arrested 267 suspects in 335 anti-smuggling operations nationwide. Philippine News Agency
Focus on Sari-Sari Stores
Authorities recognize that many sari-sari store owners may be unaware that they are selling smuggled products, as these cigarettes are often sold at significantly lower prices. The information drive will too focus on helping retailers identify brands of smuggled and illegally manufactured cigarettes.
Looking Ahead
The PNP’s efforts to combat cigarette smuggling are ongoing, with a continued focus on disrupting the supply chain and educating retailers about the legal and ethical implications of selling illicit products. This initiative aims to protect government revenue, public health, and the integrity of the market.
