Ratingen Underground Parking Bans Bicycles Despite New E-Bike Charging Station

Cyclists visiting downtown Ratingen face a strict prohibition against parking bicycles in municipal underground garages, despite the presence of a newly installed charging station in the recently renovated city hall facility. Following a Freedom of Information request by the Allgemeiner Deutscher Fahrrad-Club (ADFC), the real estate office for the city of Ratingen confirmed that parking bicycles is not permitted in any municipal underground parking garages.

The restriction applies to the newly modernized Ratingen city hall underground garage, which reopened in November 2019 after months of closures tied to the city hall construction project. While the facility provides electric vehicle charging points and space for nearly one hundred cars, bicycle parking remains largely absent from the main layout. Designers tucked a single modern bicycle parking bracket and an enclosure with two Schuko sockets for e-bike charging into an isolated corner of the facility.

ADFC Questions Tariffs and Access Rules

Faced with the high-end installation, the ADFC raised questions regarding access rules, ticket requirements, and fee structures for cyclists using the garage. Because the facility features a restricted vehicular entrance and only a pedestrian access point, local cycling advocates sought clarity on whether cyclists must pull a parking ticket or pay rates comparable to motor vehicles. The garage terms and conditions provide no information regarding bicycle use.

The real estate office clarified the rules through an official information request response, stating: In all underground parking garages operated by the city of Ratingen, parking bicycles is not permitted. Consequently, cyclists cannot legally use the dedicated bicycle spaces inside the facility.

Unclear Installation Costs and Resident Feedback

The installation features integrated lighting and concealed electrical wiring beneath the plaster, pointing to substantial municipal expenditures. When asked about the total investment required to build the bicycle bracket and e-bike charging station, the real estate office stated it could not provide figures because the exact costs were unknown to the department.

As municipal authorities enforce the parking ban, the ADFC continues its regular bicycle climate test, inviting Ratingen cyclists to submit evaluations of local cycling policies. Residents can participate in the survey through November 30.
