Video footage, captured by multiple eyewitnesses last weekend, depicts Brēmanis engaging in a heated exchange with other attendees at his school reunion. The video shows him gesticulating and appearing to attempt to instigate a conflict as reported by Latvian Radio.
Limited Disciplinary Options
Agnese Logina, a member of the Ethics Commission and representing the Progressives party, explained that the council’s options for punishing Brēmanis are limited. Unlike the Saeima (Latvia’s national parliament), the council can only issue a formal reprimand. “We have the opportunity to express our opinion and ‘wag a finger’,” Logina stated. “This is emerging as an increasing problem as we are in a situation where there are members who are deliberately challenging democratic processes.”
Previous Concerns and Lack of Cooperation
Logina further noted that the Ethics Commission has previously reviewed other cases involving Brēmanis, but he has consistently failed to attend any of the meetings. She believes that revisions to the city council’s code of ethics, which was adopted in 2008, are necessary.
Focus on Aggression, Not Personal Conduct
Logina clarified that the issue is not with Brēmanis’s personal life or choices, but with the aggression displayed towards others. “The problem is this aggression that is directed at other people,” she commented. “Watching these videos, it is clear from several angles that he has tried to start a conflict, and it is this enormous aggression that casts a shadow over the Riga City Council as a whole.”
Brēmanis’s Response
Following the event, Brēmanis addressed the incident on his YouTube account, stating, “Why the hell do I require to make excuses? You should never make excuses in your life.”
Party Response
Jūlija Stepanenko, leader of the Sovereign Power/Young Latvians faction, declined to comment on the incident, stating that it occurred outside of working hours and involved the “Young Latvians” portion of the political alliance. The Alliance of Young Latvians, which merged with Sovereign Power, has been gaining traction on social media, particularly TikTok, and has been accused of promoting pro-Kremlin narratives and disinformation.
