“We all looked at each other and said, ‘We are never doing this again,'” Jennifer Kolbe stated. Rockstar Games intends to dismantle the punishing eight-year production cycles that defined its recent history, with studio leadership confirming that future titles will emerge far faster following the November 19, 2026, release of Grand Theft Auto 6.

The studio’s ability to accelerate future production relies entirely on the technical infrastructure established during the long development of GTA 6. According to reporting from Bloomberg, Rockstar has significantly expanded its workforce, reaching 4,711 employees by 2026, with over 4,000 staff members dedicated directly to development and quality control. Across the last eight years, the company expanded through 12 offices and navigated the pandemic, two delays, and information leaks.

“The engine, tools, and team we built during this project will allow us to do things more quickly,” Phil Hooker, co-head of development at Rockstar, told Bloomberg. This consolidation of internal tools means the company will no longer start from scratch with each new release.

Shorter Timelines Ahead for Future Franchises

Studio leadership views the current development cycle as the culmination of three decades of experience. As noted in coverage of the Bloomberg report, Hooker and Aaron Garbut see this milestone as creating a “shared knowledge” to serve as a foundation for subsequent games, allowing them to build horizontally rather than vertically by reusing existing technology akin to the fast turnaround seen between GTA 3 and 2002’s GTA Vice City.

While this strategy does not guarantee a release as soon as 2027 for titles like Red Dead Redemption 3 or Bully 2, the company expects a marked reduction in the time between major launches.

Workforce Expansion and Labor Disputes

Alongside production changes, the studio faces legal hurdles. Legal proceedings involving Rockstar and former employees have been pushed back, with final arguments now scheduled for November 17 and 18, 2026. Reporting from Bloomberg noted that the delay was granted to allow legal counsel more time to interrogate some of the witnesses.

The case centers on the termination of more than 30 employees in late 2025, following allegations of misconduct regarding the sharing of information in a private Discord channel of the IWGB union. While the union accused Rockstar of attempting to undermine labor organizing, Rockstar maintains that the dismissals were a direct result of unauthorized leaks.

Reforming the Studio’s Development Culture

The extended timeline of Red Dead Redemption 2, released in 2018, served as a catalyst for internal policy changes at Rockstar. Kolbe, head of publishing, told Bloomberg that the intense “crunch” periods experienced during that project forced leadership to reevaluate their approach entirely.

To mitigate the need for unsustainable work hours during the production of GTA 6, the company implemented more rigorous planning, increased staffing, and introduced policies for paid time off in compensation for overtime, along with additional payments in some cases. While Kolbe acknowledged that the process was not perfect, noting that employee experiences varied and some staff still reported excessive work, she stated that these efforts represent a distinct improvement over previous development cycles and expressed pride in the implemented changes.

A New Era for Rockstar Games

The game is officially scheduled for release on November 19, 2026, for PlayStation 5 and Xbox Series X/S, marking the first franchise entry in thirteen years following 2013’s GTA 5. Set in the fictional Florida-inspired state of Leonida, the open-world title features Vice City as a primary setting and follows two criminal protagonists, Lucia and Jason. Having more than doubled its workforce since 2018—reaching 4,020 roles focused on development and quality assurance out of 4,711 total employees by 2026—the studio is positioning itself for a more streamlined future.

“The last 30 years have been practice for getting here,” the studio leadership noted regarding the team’s current technical and collaborative maturity.
