Roetgen’s Old Weaving Mill: A Community Center Project Faces Funding and Political Hurdles

A project to renovate Roetgen’s historic weaving mill into a community center is encountering financial and political challenges, despite initial support from multiple local factions. The project, spearheaded by the Heugeve local history and history association, aims to preserve a significant landmark even as providing space for cultural initiatives and community groups. However, disagreements over funding and the building’s future apply are creating obstacles to its completion.

Historical Context and Project Goals

The decision to rent the old weaving mill, locally known as “Haus Lütgens” or “at the Gate to the Eifel,” was initially approved in June 2025 with the support of the Greens, and SPD. The Heugeve association intends to transform the dilapidated monument into a community center, safeguarding a relic of the region’s weaving heritage. The association envisions a space for cultural activities and small initiatives.

Financial Overview and Funding Sources

The total project cost is estimated at €785,000. €131,000 has already been spent on the purchase and securing of the building. Construction costs are projected to be €654,000. Funding is expected to come from several sources, including:

• Monument funding: approximately €212,000
• State structural funding: approximately €160,000
• NRW Foundation: between €100,000 and €150,000
• Donations: €30,000
• A loan of approximately €170,000, for which the municipality will act as guarantor by providing rental income.

The rental agreement with the municipality is crucial, as it provides the secured income needed to obtain the loan.

Contract Details and Municipal Involvement

The proposed rental agreement involves 183 square meters of usable space at a cost of up to €10 per square meter, plus additional costs. This translates to approximately €22,000 per year, or €263,520 over the 12-year contract period.

Political Divisions and Concerns

While the Greens and SPD initially supported the project, the CDU now refers to a previous resolution passed in June, which states that the municipality will not provide further financial support beyond the rental agreement. The CDU emphasizes that the association must manage the project’s financial risks independently.

The UWG (Unabhängige Wählergemeinschaft) opposes the project due to its financial implications and questions the necessity of a recent community center, suggesting existing facilities could accommodate small groups. The FDP has also expressed reservations, citing concerns about the clarity of the building’s future public use and the reliability of the cost calculations, which are based on a draft rather than a finalized implementation plan.

FDP council member Werner Keulen also pointed to the ongoing reconstruction of the B258 intersection near the weaving mill as a potential complication for the project.

Current Status and Next Steps

The main committee recommended the contract to the council meeting on April 14th, with the votes of the CDU, SPD, and Greens against the vote of the UWG. The UWG has indicated it will maintain its opposition. The final decision rests with the full council.
