Norwegian Emigration Anniversary Trip Draws Scrutiny Over Public Funds

In 2025, the ship Restauration commemorated the 200th anniversary of organized Norwegian emigration to America. A subsequent delegation trip to New York City to mark the occasion, however, has sparked debate over the use of public funds, particularly as several Norwegian municipalities faced financial difficulties at the time.

The 2025 Commemoration and Voyage

On July 4, 2025, the Restauration set sail from Stavanger, Norway, retracing the route of the original ship that carried the first organized group of Norwegian emigrants to North America. The voyage aimed to honor those who sought a better life and to remember a significant chapter in Norwegian history. Restauration’s website details the voyage, which arrived in New York City on October 9, 2025.

The New York Delegation and Costs

A delegation comprised of five mayors, political advisors, municipal and county leaders, and tourism representatives traveled to New York to receive a replica of the original Restauration and promote the Rogaland region. The total cost of the trip exceeded 1 million Norwegian kroner (approximately $93,000 USD as of March 25, 2026), funded by public money.

Concerns Amidst Municipal Budget Cuts

The timing of the New York trip coincided with financial challenges faced by several municipalities in Rogaland. Stavanger municipality implemented drastic savings measures, proposing cuts to kindergartens, after-school programs, schools, and nursing homes. A proposal to eliminate weekly dinners at nursing homes was later reversed following media attention.

Sandnes municipality also imposed restrictions on kindergartens, nursing homes, and schools, including the removal of Nynorsk language instruction at Sviland school. Sola municipality made savings in SFO programs and special education. Rogaland County Municipality cut funding for school cleaning and vocational education programs.

Spending on Events and Entertainment

A significant portion of the funds was spent on an event at Chelsea Piers in Manhattan, totaling approximately NOK 162,000 (approximately $14,900 USD). This included over NOK 70,000 (approximately $6,400 USD) for an open bar lasting just over three hours. The event also featured private booths on the golf course, costing around NOK 23,000 (approximately $2,100 USD).

Following the event at Chelsea Piers, the group attended a concert by the Kaizers Orchestra and an after-party at the Town Hall.

Target Audience and Event Attendance

While the event at Chelsea Piers hosted 103 guests, only 33 were identified as belonging to the target group – American tour operators and travel agencies. The remaining attendees primarily consisted of municipal and county employees, crew from the Restauration, and representatives from Reiseliv Sørvest.

Accountability and Justification

Per Morten Haarr, project manager and tourism director at Region Stavanger, stated that there were no specific guidelines from the Rogaland county council regarding the use of public funds for alcohol. County mayor Ole Ueland defended the spending as reasonable for an international event aimed at promoting the region. However, the expenditures have raised questions about priorities given the concurrent budget cuts in local municipalities.
