Mandatory Russian Language Course Set for 2030

Every university student in Russia will soon be required to complete a new core curriculum course: “Russian Language as a State Language.” The Russian Ministry of Science and Higher Education confirmed the mandate will be fully implemented by the 2030/31 academic year, following presidential directives issued on July 9. The requirement emerged from a session of the Council for the Implementation of State Policy on the Support of the Russian Language, positioning the discipline as a pillar of the nation’s overhauled higher education system.

Regulatory Deadlines and Pilot Programs

The Ministry has until December 2029 to update the Federal State Educational Standard (FGOS) to reflect the new requirement. While a broader transition away from the “bachelor’s” degree classification is already underway at 17 pilot universities, this language course faces a wider rollout.

The Ministry aims to distribute the finalized curriculum by 2027, with the course becoming mandatory for all students starting in September of that year.

Shifting Focus Toward Legal Frameworks

University officials emphasize that this will not be a remedial review of high school grammar. Instead, the curriculum centers on the legal and social functions of the language. Students will study the regulatory and legal frameworks that govern how Russian is used within the Russian Federation.

The course joins a select list of mandatory subjects designated for the new “fundamental core” of higher education. This core also includes:

  • History: Including basics of Russian statehood.
  • Philosophy: Including basics of philosophy.
  • Safety and Life Activity: A standard requirement.
  • Physical Education: Maintained as a core component of the student experience.

Standardizing the National Academic Model

The language mandate is a key piece of a broader transition in the Russian academic landscape. The current pilot project testing these standards is scheduled to run through 2030, after which all domestic universities will adopt the updated model.

The initiative stems from a directive aimed at standardizing sociohumanitarian training.
