San Diego County Seeks Public Input on Behavioral Health Services Plan

San Diego County health officials are seeking public input on a new three-year plan to improve behavioral health services for residents. The plan, developed under California’s Behavioral Health Services Act (Proposition 1), aims to allocate state funds to support mental health care, substance use disorder treatment, housing and other critical services.

Understanding the Behavioral Health Services Act

California voters approved Proposition 1 two years ago, mandating that each county develop an Integrated Plan outlining local priorities and funding allocation for behavioral health services. This law introduces new requirements, including expanded housing intervention options, enhanced substance use disorder services, improved outcome tracking, and increased access to care.

County’s Vision for Improved Services

“A lot of significant changes are happening in behavioral health right now, and we want to develop sure San Diego County’s approach reflects what matters most to our communities,” stated Nadia Privara Brahms, Director of County Behavioral Health Services. The county aims to shape a plan that effectively addresses community needs and improves access to care.

How to Provide Feedback

Community members, providers, and partners are encouraged to share their feedback during the 30-day public comment period, which is open through April 15, 2026. Input can be submitted through the following channels:

Upcoming Public Hearing

A public hearing will be held by the County’s Behavioral Health Advisory Board on May 7, 2026.

Plan Implementation and Approval

Feedback gathered during the public comment period will be incorporated into the final plan. The plan will then be presented to the San Diego County Board of Supervisors this summer for approval before being submitted to the state. Implementation of the approved plan is scheduled to begin on July 1, 2026.
