Shortly before Christmas, a committee initiated a referendum against the project loan for the new primary school building, intended to replace the East Pavilion. The East Pavilion was slated for demolition ten years ago, with minimal investment as then. Concerns center around the financial implications, with opponents labeling the project a “luxury building” and questioning the necessity of further debt.
Addressing Population Growth and Future Needs
Councilor Rüegg responded to accusations of a shifting stance on student numbers, acknowledging the inherent difficulty in predicting demographic trends. However,he highlighted that the student population has increased over the past decade and anticipates continued growth due to ongoing construction projects in the area,such as the advancement in Eifeld,adding up to 100 new apartments. These developments necessitate proactive planning for expanded educational facilities, recognizing the substantial lead times involved in building construction.
Project Details and Cost-Conscious Design
The current project, initiated in 2019 and scheduled for completion in 2028/29, has been refined to include 8 rooms-a reduction from the initial 10-reflecting a more conservative projection of student growth. The design incorporates a modular, wooden construction with non-load-bearing interior walls, enabling flexible room layouts and potential expansion to up to 15 rooms. This approach ensures the building can adapt to future requirements.
Financial Overview and Existing Debt
The new building is expected to cost 10.833 million francs. Councilor Rüegg addressed concerns about debt, noting that the 2018 financial plan already included commitments totaling 31.134 million francs following the construction of an indoor swimming pool,a new school building,and renovations to the “headstand gym.” Current outstanding debt stands at 32.046 million francs.
