The Italian Ministry of Education and Merit has announced an 80 million euro supplementary health insurance fund for school staff, covering both permanent and fixed-term employees from 2026 through 2029. According to official disclosures, the four-year initiative totals 320 million euros and requires active consent from teachers and administrative staff to take effect starting this autumn.
Funding and Contract Structure Through 2029
The supplementary healthcare package is funded at 80 million euros annually across the 2026–2029 quadrennium, bringing total public investment to 320 million euros, according to the Ministry of Education and Merit. Consip has already published the results of the public procurement tender, identifying the winning operator to manage the policy under tender ID 2973. Coverage is scheduled to launch by late September, operating for the full four-year term from its activation date.
Permanent staff face different enrollment rules than fixed-term workers. For permanent personnel, opting into the plan is entirely voluntary and establishes a single binding choice for all four school years, provided the employee maintains continuous service. If a permanent employee leaves service for any reason, their policy enrollment automatically lapses.
Coverage Rules for Fixed-Term and Part-Year Staff
Fixed-term staff, including teachers and ATA personnel with annual assignments or contracts lasting until the end of teaching activities, experience a more restricted enrollment structure. According to Ministry guidelines, temporary workers must confirm their participation for each distinct contract and renew their policy choice annually, as their coverage remains strictly tied to the duration of their active employment assignment.
The Ministry plans to distribute an operational handbook shortly to guide staff through the activation and claims process. While the policy provides a maximum coverage limit of 600mila euro, participation is never automatic. Every employee must manually register their consent through designated administrative channels depending on their current contract type.
Healthcare Benefits and Policy Maximums
The Consip-managed policy includes an extensive suite of medical provisions backed by a 600mila euro ceiling per beneficiary. Covered treatments span inpatient care for major surgeries, diagnostic tests, preventative health checkups, childbirth assistance, oral hygiene, and specialized dental implantology visits.
