Mississippi Senate Committee Explores Ways to Improve Government Efficiency

A Senate committee is examining opportunities to streamline Mississippi state government and ensure taxpayer dollars are used effectively. The Senate Government Structure Committee met Monday to hear from agency heads on potential cost-saving measures and ways to reduce waste.
Committee Chairman Senator Tyler McCaughn (R) emphasized the importance of responsible spending, stating, “We believe that everyone should feel their tax dollars are going towards worthwhile endeavors.”
Agency Proposals for Efficiency
Agriculture and Commerce Commissioner Andy Gipson (R) and Insurance Commissioner Mike Chaney (R) presented their departments’ initial findings to the committee. Both commissioners identified areas where redundancies could be reduced and efficiencies increased.
Agriculture and Commerce Department
Commissioner Gipson highlighted that his department has been proactively seeking cost reductions as the COVID-19 pandemic. He noted the department’s role in managing properties like the Agriculture Museum in Jackson and the Fairgrounds, which generate revenue through rental income. However, he also pointed out the aging infrastructure requiring ongoing maintenance.
Gipson proposed streamlining the state’s procurement process, arguing that current procedures are overly complex and time-consuming. He suggested that utilizing the private sector could lead to faster and more cost-effective construction. He cited an exmaple where a shop for the livestock Recovery Bureau could be built for $300,000 by a private business,compared to an estimated $1 million using state procedures. Mississippi Today
Gipson also advocated for raising the cap on no-bid contracts from $5,000 to around $25,000, citing a 20% increase in building costs in recent years.
Insurance Department
Insurance Commissioner chaney suggested upgrading the department’s computer systems to a program recommended by the insurance commissioners’ trade group. He noted that only 11 states currently use their existing system, while many others have adopted more modern alternatives. Chaney acknowledged potential legal challenges in canceling the current contract.
Chaney also proposed consolidating or eliminating some of the Insurance Commission’s 17 boards to reduce administrative overhead.
Committee’s Mandate and Future outlook

Senator McCaughn emphasized that the committee’s role is to collaborate with agencies, stating, “I am not here to tell you how to run your agencies; you know your agency and what is best for your agency. And what we can do to make it better. That is our goal on this committee.”
The committee’s work is expected to continue throughout the year, with the goal of presenting recommendations for legislative action in 2026.
