He had been raised by a family friend during her absence, and contact between them was restored ten years ago. That friend said she had seen Elkins the night before the shooting and noticed nothing unusual.
Elkins had a prior criminal record, including charges for unlawful use of a weapon. Police have not yet released an official motive, stating the investigation remains ongoing and urging the public to await further findings.
Shreveport Mayor Adrian Arceneaux called the incident “perhaps the worst tragedy we have ever experienced.” Louisiana State Senator Sam Jenkins said the shooting highlights the urgent need for expanded, consistent resources to combat domestic violence and mental health crises.
Jenkins added that interventions must be continuously and reliably available to prevent similar outcomes, expressing hope that lessons from this event could lead to meaningful change.
