Concord police arrested juvenile burglary suspects tied to a multi-county crime ring responsible for nearly 80 break-ins across the Bay Area, according to law enforcement officials. Investigators stated the crew targeted homes and vehicles to steal firearms, power tools, and other valuables.
Multi-County Break-Ins and Stolen Firearms
According to the Concord Police Department, the juvenile suspects are linked to 37 residential and vehicle burglaries in Concord alongside roughly 40 additional cases spanning Contra Costa and Solano counties. During the months-long spree, the group stole several vehicles and used them to execute further crimes. In one particular residential garage break-in, investigators reported the crew stole 14 firearms.
Surveillance footage released by Concord police shows suspects breaking into parked vehicles during early morning hours and using stolen garage door openers to access attached homes. One clip shows an armed suspect pointing a firearm toward an interior door connecting a garage to a residence, apparently anticipating someone might emerge from inside the home. The crime ring’s activities prompted multiple vehicle pursuits that officers ultimately terminated due to public safety risks, including incidents in May and June where suspects evaded capture or crashed vehicles before fleeing on foot.
SWAT Raids and Arrests
The investigation reached a turning point in late June when Concord detectives collaborated with the Richmond Police Department to identify four juveniles involved in the operation, according to police records. One suspect was already in custody at a juvenile hall on an unrelated matter. In July, the Concord Police Department SWAT Team executed simultaneous warrants with support from the Antioch Police Department, Pittsburg Police Department, Central County SWAT, and the U.S. Marshals Service to arrest the remaining three suspects.
Searches of the suspects’ residences led to the recovery of two firearms stolen during the burglaries. A third stolen firearm was previously recovered by the Richmond Police Department during a separate investigation. Authorities estimated the total value of stolen goods tied to the ring reached approximately $250,000.
Fencing Operation and Regional Hub
As the investigation expanded, detectives uncovered an organized fencing network allegedly buying the stolen property from the juveniles shortly after the burglaries occurred. Investigators identified 37-year-old Wuillian Cordova-Cubias of Oakland as the alleged buyer of the stolen power tools. On August 5, detectives from the Concord Police Department, Oakland Police Department, and the U.S. Marshals Service executed a search warrant at the Oakland home of Cordova-Cubias, uncovering what authorities described as the hub of the regional fencing operation.
