Tennessee state officials have invited Paramount Skydance to relocate its corporate headquarters from Los Angeles to the Volunteer State, signaling an aggressive push to attract major entertainment and technology firms. The outreach follows a broader trend of corporate migration from California, driven by Tennessee’s lack of state income tax and its growing profile as a logistics and business hub.
Tennessee’s Pitch to Paramount
In a July 2 letter addressed to Paramount Skydance Chief Executive David Ellison, Tennessee Deputy Governor Stuart McWhorter formally proposed that the studio consider moving its operations to Tennessee. The invitation highlights the state’s efforts to position itself as a center where "creativity and technology converge."
The overture comes as Paramount navigates a complex transition period following the proposed $111-billion takeover of Warner Bros. Discovery. While Paramount relocated its headquarters from New York to Los Angeles as recently as August 2023, the prospect of a move to the South has gained traction among observers due to the Ellison family’s deepening ties to the region. Larry Ellison, the Oracle co-founder and father of David Ellison, has already committed to moving Oracle’s global headquarters to Nashville. Construction on the company’s new riverfront campus in Nashville began in February 2024.
The Regional Economic Shift
Tennessee’s strategy centers on aggressive business incentives that contrast sharply with California’s fiscal policy. The state does not impose a personal state income tax or property taxes, relying instead on a 7% sales tax to fund government operations. This tax structure, combined with targeted grants for workforce training and infrastructure development, has attracted a variety of corporations looking to reduce overhead.
The state’s geographic position has also been a primary driver for corporate relocation. According to the Tennessee Department of Economic and Community Development, the state is served by seven interstate highways and six Class 1 rail lines. Furthermore, Memphis International Airport serves as a major global logistics hub, processing significant cargo volumes that allow companies to lower transportation and supply chain costs.
Precedent for Corporate Migration
Paramount would not be the first major firm to trade California for Tennessee. Several high-profile corporations have cited lower operational costs and more flexible business regulations as the primary reasons for their departure:
- Nissan North America: The automotive giant moved its U.S. headquarters from Gardena, California, to Franklin, Tennessee, in 2005.
- Mitsubishi Motors North America: Following a similar path, Mitsubishi relocated its headquarters from Cypress, California, to Franklin in 2019.
- CKE Restaurants: The parent company of Carl’s Jr. consolidated its operations in Franklin in 2018.
- In-N-Out Burger: The California-based chain established a corporate office in Franklin in 2023. Owner and CEO Lynsi Snyder subsequently announced her own relocation to the state, citing concerns regarding California’s business climate and regulatory environment.
Strategic Outlook
While the entertainment industry remains heavily concentrated in Southern California, Tennessee Governor Bill Lee has championed the state’s "competitive tax policy" and workforce strength as key factors in drawing outside investment. Chief Executive magazine has consistently ranked Tennessee among the top states for doing business, a designation the state government frequently uses to market its business-friendly environment to companies considering a move. For Paramount, the decision remains a choice between maintaining its legacy footprint in the traditional media capital or embracing a lower-cost, high-growth environment in the South.
