Rolampont Municipal Finances: Budget Surplus and Investment Plans for 2026

Rolampont’s municipal council convened on March 2, 2026, to address budgetary matters in what was the final session before the upcoming municipal elections. The council approved a 2% increase in local direct taxes for 2026 to align with inflation and maintain investment capacity.

2025 Financial Results

Joël Deram, deputy delegate for general administration and finance, presented the 2025 financial accounts. The municipality successfully contained operating expenses, totaling €1,107,445. Revenues reached €1,372,301, boosted by a €134,000 increase in forest income compared to the previous year. This resulted in an operating surplus of €264,856 for 2025.

Combined with a carried-over surplus of €350,955 from the prior year, the total surplus stands at €615,812. Of this amount, €318,300 will be allocated to the investment section to fund current and future projects.

The investment section, however, recorded a deficit of €250,477, with revenues (including the surplus) at €416,262 and expenses at €666,739.

The water and sanitation budget showed a near-zero balance, ending at a deficit of -€333. Recognizing the fragility of this budget, the council decided to provide an exceptional subsidy of €155,000 from the main budget for 2026 to support essential work.

2026 Budget Outlook

The initial 2026 main budget reflects a cautious approach to investment. The operating section is balanced at approximately €1,502,947, while the investment section is projected at approximately €1,231,314.

Equipment Renewal and Natura 2000 Project

The council approved the potential renewal of technical services equipment, specifically a tractor and lawn mower, at an estimated cost of €87,665 excluding tax. The goal is to reduce reliance on subcontracting for mowing, optimize agent working time, and improve response times. A grant application will be submitted to the Departmental Council and the Rural Territories Equipment Grant program. The purchase is still under consideration pending finalized quotes.

Elected officials also validated a draft forestry contract as part of the Natura 2000 system. This project aims to preserve 86 senescent trees on a 13.34-hectare island to promote forest biodiversity. The operation, estimated at €12,630, is expected to be fully subsidized by the Region.
