A new weather system has formed in the northern Gulf of Mexico, prompting hurricane and tropical storm alerts along the upper Texas and Louisiana coasts, according to the National Hurricane Center.
The system, designated as Tropical Storm Edouard, developed on Monday evening with maximum sustained winds of 40 mph. Forecasters at the National Hurricane Center report that the storm is located about 85 miles southeast of Cameron, Louisiana, and is tracking west-northwest at a speed of 7 mph.
Hurricane Watch Issued for Texas-Louisiana Border
A hurricane watch remains in effect from High Island, Texas, to Cameron, Louisiana, as forecasters expect the compact system to approach hurricane strength prior to landfall on Tuesday. According to the National Hurricane Center, tropical storm conditions, including gusty winds and heavy rain, are anticipated by Tuesday morning in the warning areas, while hurricane conditions remain possible within the active watch zone.
A tropical storm warning stretches from Port Bolivar, Texas, to the Vermilion-Iberia parish border in Louisiana. Additionally, a storm surge warning covers the coastline from High Island to the Vermilion-Cameron parish border, where forecasters warn of a life-threatening storm surge reaching 3 to 5 feet above normally dry ground.
Rainfall and Flood Risks Threaten the Region
Heavy rainfall presents the most significant hazard from the system. The Weather Prediction Center has issued a Level 2 out of 4 risk of flooding rainfall for southeast Texas for both Tuesday and Wednesday. Houston faces heavy downpours on Tuesday, with the heaviest threat shifting slightly north by Wednesday.

Forecasters expect torrential rainfall rates of 2 to 4 inches per hour, creating a severe flash flood risk on local roadways. Total rainfall accumulations are projected to reach 3 to 6 inches from the upper Texas coast into east-central Texas, with isolated amounts up to 9 inches possible. Southwestern Louisiana is expected to receive between 2 and 3 inches of rain.
Storm Characteristics and Seasonal Context
Edouard remains a compact system, with tropical storm-force winds extending only 25 miles from its center. Small tropical systems often experience abrupt intensity changes, prompting forecasters to monitor the system closely for potential strengthening before it moves inland over southeastern Texas on Tuesday night and rapidly weakens.
According to seasonal data, overall activity is running significantly below average due to a strengthening El Niño pattern that has increased wind shear and suppressed tropical development across the basin.
