US President Donald Trump Halts Lindsey Graham Sanctions Package
US Donald Trump suspended a major package of energy sanctions and tariffs against Russia just days before the measures were set to take effect, Deutschlandfunk reported. The decree, signed on Friday, October 17, 2026, puts a temporary stop to provisions designed to penalize nations purchasing Russian oil and gas and curb Moscow’s funding for the war in Ukraine.

The halted legislation, named after the late US Senator Lindsey Graham, had originally received bipartisan support in Congress and was signed by Trump in September. It mandated tariffs of up to 100 percent on goods from the top five global importers of Russian fossil fuels and targeted nations aiding Russia in evading existing trade restrictions. The White House stated in its official release that the suspension serves the national interest of the United States, though the administration did not provide further specifics regarding the decision.
Contrasting Energy Deals and Public Criticisms of Volodymyr Zelenskyy
The suspension follows a separate arrangement announced days prior in which Russia agreed to supply more than 300,000 tons of diesel to the United States and global markets. Trump defended the diesel arrangement as a measure to reduce domestic fuel prices driven up by conflict in the Middle East. Meanwhile, Ukrainian President Volodymyr Zelenskyy indicated he felt betrayed by the deal and subsequent pressure from Washington.
Relations between the US and Ukrainian leaders have grown increasingly strained. In an interview with the conservative network Newsmax, Trump criticized Zelenskyy as an obstacle to peace negotiations, stating, He is not a good man for us to negotiate with.
Trump added that he finds it more difficult to negotiate with Zelenskyy than with Vladimir Putin. Concurrently, reports emerged that Ukraine’s access to the Starlink satellite network—operated by American firm SpaceX and vital for defending against drone attacks—had become restricted, according to Deutschlandfunk.
Economic Pressure Versus Diplomatic Shifts
The suspended Graham bill sought to exert heavy economic pressure on major buyers of Russian energy commodities. Nations such as India had expressed strong concerns over the impending penalties before Trump used his executive authority to pause the measures just prior to the automatic implementation deadline. The freeze leaves the future of the sweeping tariff framework uncertain as trade relations and diplomatic positioning shift ahead of upcoming elections.
