Trump‘s 28-Point Plan for ukraine and Russia

A draft 28-point plan backed by former US President donald Trump would require Ukraine to offer territorial and security concessions to Moscow, while Russia would be readmitted to the G8 group and receive sanctions relief.

President Trump’s special envoy Steve Witkoff and Secretary of state Marco Rubio had been “quietly” working on the plan for around a month, according to White House Press Secretary karoline Leavitt.

Ukrainian President Volodymyr Zelensky said he expected to discuss the plan with Trump “in coming days.”

Here is the 28-point plan, according to a draft reviewed by AFP:

1. Ukraine’s sovereignty will be confirmed.
2. A extensive non-aggression agreement will be concluded between Russia, Ukraine and Europe. All ambiguities of the last 30 years will be considered settled.
3. It is expected that Russia will not invade neighbouring countries and NATO will not expand further.
4. A dialog will be held between Russia and NATO, mediated by the United States, to resolve all security issues and create conditions for de-escalation.
5. Ukraine will receive reliable security guarantees.
6. The size of the Ukrainian Armed Forces will be limited to 600,000 personnel.
7. Ukraine agrees to enshrine in its constitution that it will not join NATO, and NATO agrees to include in its statutes a provision that Ukraine will not be admitted in the future.
8. NATO agrees not to station troops in Ukraine.
9. European fighter jets will be stationed in Poland.
10. The US will receive compensation for the security guarantee. If Ukraine invades Russia,it will lose the guarantee. If Russia invades Ukraine, in addition to a decisive coordinated military response, all global sanctions will be reinstated, recognition of the new territory and all other benefits of this deal will be revoked.
11. If Ukraine launches a missile at Moscow,it will lose the guarantee.
12. The Donbas region will be granted special status, including the right to use the Russian language.
13. The status of Crimea will be discussed in a separate negotiation.
14. All sanctions against Russia will be lifted onc the agreement is fully implemented.
15. Russia will be readmitted to the G8.
16. Ukraine will be offered substantial economic assistance from the US and Europe.
17. A joint commission will be established to investigate war crimes committed during the conflict.
18. All prisoners of war will be exchanged.
19. A ceasefire will be declared immediately.
20. All foreign mercenaries will be withdrawn from Ukraine.
21. The Azov Sea will be demilitarized.
22. Ukraine will be allowed to maintain a navy for coastal defense.
23. The Zaporizhzhia Nuclear Power Plant will be placed under international control.
24. All propaganda and disinformation campaigns will be halted.
25. Educational and cultural exchanges between Russia and Ukraine will be encouraged.
26. A joint infrastructure project will be launched to rebuild the Donbas region.
27. The US will provide technical assistance to Ukraine to help it implement the agreement.
28. The agreement will be reviewed every five years.
