The UK government announced a comprehensive package of sanctions targeting illegal Israeli settlements in the occupied West Bank, accusing the Israeli government of ignoring the forced displacement of Palestinians. Foreign Secretary Ed Miliband stated that the measures mark the beginning of a new approach to the Israeli-Palestinian conflict that moves beyond rhetoric to direct economic action.
UK Sanctions and Multilateral Alignment
According to the UK government, the new economic restrictions will ban settlement goods and penalize companies and individuals providing services for settlement expansion. Foreign Secretary Ed Miliband told MPs that the British government agrees there is an ethnic cleansing of Palestinians in areas of the West Bank perpetrated by settler terrorists. London’s official perspective, as communicated by Miliband, considers the Israeli presence in the West Bank unlawful owing to its deep-rooted control, its drive to establish permanent sovereignty, and its growth strategy centered on unauthorized settlements. The Foreign Secretary added that this position aligns with a 2024 advisory opinion from the International Court of Justice and will be reflected in the UK’s economic relationship with the territory over the next six to nine months through a new comprehensive sanctions regime. The announcement was launched alongside France and Canada, with the three nations releasing a joint statement declaring that the action marks a further turning point in protecting the two-state solution. Furthermore, a broader joint statement was issued by the UK alongside 11 other countries—France, Canada, Denmark, Spain, Finland, Ireland, Iceland, Norway, Poland, Portugal, and Sweden—committing the group to introducing national measures or supporting European restrictions on trading goods with West Bank settlements.
Israeli Government Response
Israel’s Foreign Minister Gideon Saar strongly condemned the British measures, accusing Miliband of spreading an outrageous lie during a press conference. According to Saar, the UK operates under a hostile Labour government that consistently acts against the State of Israel, leaving authorities no choice but to respond. In retaliation, Israel announced counter-measures that include shutting the UK’s consulate in East Jerusalem, which represents the British government in Jerusalem, the West Bank, and Gaza. In addition, Saar made it known that entry into Israel would be prohibited for 11 UK MPs—specifically naming Jeremy Corbyn, Diane Abbott, and every single one of the five sitting Green Party MPs—while charging them with engaging in antisemitic and anti-Israel behavior.
Regional Context and Settlement Expansion
The British announcement follows recent moves by Israel to open tenders for the construction of approximately 1,200 settlement homes in the strategic E1 area east of Jerusalem, a plan that has drawn widespread international condemnation after being held off for decades under global pressure. Settlements are illegal under international law, and the West Bank has seen a sharp rise in settler violence directed at Palestinians in recent months. Explaining the rationale behind the policy, Prime Minister Andy Burnham stated that the targeted measures are aimed not at the Israeli people, but specifically in support of the two-state solution. Alongside the trade and individual sanctions, the UK also instituted a ban on advertising illegal West Bank settlements within domestic markets.
