Trump Governance’s Ukraine Peace Plan
president Donald Trump’s administration has presented a draft of a 28-point plan to end the war in Ukraine. This is a near-exact reproduction of the draft, as reported in international media.
- Ukraine’s sovereignty must be confirmed.
- A comprehensive non-aggression pact must be concluded between Russia, Ukraine, and Europe. All ambiguities from the last 30 years will be considered clarified.
- Russia is expected to refrain from invading neighboring countries, and NATO is expected to refrain from further expansion.
- Dialog must be held between Russia and NATO, with the US acting as mediator, to resolve all security issues and create conditions for de-escalation to ensure global security and increase opportunities for cooperation and future economic progress.
- Ukraine shall receive reliable security guarantees.
- The size of Ukraine’s armed forces shall be limited to 600,000 soldiers.
- Ukraine must enshrine in its constitution that the country will not join NATO, and NATO must state in its statutes that the country will not become a member in the future.

- The United States will work with Ukraine to jointly rebuild, develop, modernize, and operate Ukraine’s gas infrastructure, including pipelines and storage facilities.
- Joint efforts to rehabilitate war-affected areas so that cities and other residential areas can be rebuilt and modernized.

- Extraction of minerals and natural resources.
- The World Bank must develop a separate financing package to accelerate this effort.
- Russia must be reintegrated into the world economy:
- The lifting of sanctions must be discussed and agreed upon in stages and on a case-by-case basis.
- The United States will enter into a long-term agreement (with Russia) on economic cooperation for mutual development in energy, natural resources, infrastructure, and artificial intelligence.
