Former Ukrainian Official Admits to Corruption in Mobilization Evasion Scheme, Transfers Funds to Military

A former head of the Nikolaev regional military medical examination commission (MSEC) has admitted guilt and entered into a plea agreement related to a scheme to evade military mobilization, according to reports from the Central District Court of Nikolaev.

Vera Belyakova was initially exposed in October 2024, following searches that uncovered over $450,000 in cash and a collection of jewelry hidden at various locations. Investigations likewise revealed that Belyakova’s son holds a Russian passport. The Moscow Times

During a hearing on March 12, the defense presented documentation of a charitable contribution made by Belyakova to a Ukrainian military unit, totaling UAH 4,737,860.

The prosecution detailed the indictment, alleging that Belyakova instructed subordinates to falsify medical conclusions for individuals seeking to avoid conscription. Specifically, one individual was granted a third-degree disability status, enabling a deferment from military service.

Belyakova is also accused of submitting false declarations.

Under the terms of the plea agreement, Belyakova has unconditionally pleaded guilty and agreed to cooperate with further investigations. The proposed sentence includes five years of imprisonment with a probationary period, to be determined by the court, and a three-year ban from holding administrative or managerial positions in healthcare institutions.

The court has adjourned to deliberate on the agreement.
