This system aims to integrate medical services across federal institutions—including the IMSS, ISSSTE, Pemex, and the Navy—to provide healthcare regardless of a patient’s employment status or prior insurance coverage.
Registration Phases and Eligibility
The rollout of the Universal Health System is being conducted in stages to manage the transition of medical records and service capacity. According to official statements from regional authorities, the first phase prioritizes the senior population, targeting individuals aged 60 and above through November.
While the primary focus is on seniors, officials have confirmed that registration is not exclusive to this age group. Individuals who accompany elderly residents to registration modules may also apply for their credentials during the same visit.
How to Register for the Universal Health Card
Citizens interested in participating must visit designated registration centers to provide the necessary documentation. In the Veracruz region, modules are currently operating at:
- Centro Integrador
- DIF Parque Simbofrión (Avenida Dos Bahías)
- DIF Colonia Ruiz Cortines
These locations accept applications from Monday through Saturday, between 9:00 a.m. and 6:00 p.m. Applicants should bring standard official identification documents, consistent with those required for other government social programs.
Scope of the Universal Health System
The federal goal, as outlined by the current administration, is to ensure that by the conclusion of the six-year term, all citizens have access to medical care across all three levels of the public health system.
Beginning January 1, 2027, the universal health card will serve as the primary access point for first-level medical services. This includes:

- Health promotion
- Disease prevention
A key feature of the initiative is the removal of barriers for those currently lacking formal health insurance. According to regional officials, in the event of a medical emergency, the system is designed to provide immediate attention at the nearest participating clinic, regardless of a patient’s specific institutional affiliation. This "time is gold" policy is intended to ensure that no citizen is denied urgent care due to administrative status.
