Uruguay and Brazil Expand Digital Identification for Foreign Trade

As December 2025, Brazilian citizens holding a gold-level digital identification through GOV.BR, equivalent to the advanced level of ID Uruguay, can securely access over 300 procedures within Uruguay’s Single Window for Foreign Trade (VUCE). This access is available from any location, offering the same security guarantees as operating within their country of origin.
Streamlining Foreign Trade with Cross-Border Digital Identity
The integration of VUCE into this cross-border digital identity system aims to facilitate the secure exchange of information, streamline foreign trade procedures, and reduce costs for both governments and businesses. This expansion builds upon previous integrations in 2024, which incorporated 39 online services from Ursea and one from the Ministry of Public Health. The addition of VUCE specifically benefits Brazilian companies engaged in Uruguayan foreign trade by simplifying their daily operations.
The idLAC Regional digital Identity System
This collaboration between uruguay and Brazil serves as the foundation for the development of idLAC, a regional digital identity system. idLAC allows individuals to complete procedures in participating countries using their national credentials.The project integrates the “Regional Digital Citizen” initiative and receives support from the Inter-American Development Bank (IDB), Organization of American States (OAS), World Bank, and CoDevelop.
During the annual meeting of the Gealc Network in October 2025, progress on idLAC was presented, including a demonstration of its functionality. implementation within other countries in the region is anticipated to begin in the first quarter of 2026.
The triumphant implementation within VUCE is expected to serve as a model for other nations integrating into the idLAC system, demonstrating the positive impact of cross-border digital identity on the foreign trade ecosystem.
