Transatlantic Rift Widens: US “Friendship” Offered to Europe on Strict Terms

European leaders initially welcomed what appeared to be a shift in tone from the United States at the Munich Security Conference (MSC) last weekend, but quickly realized the underlying message remained consistent with previous ideological clashes. The US, under the Trump Administration, continues to prioritize a vision of “Western civilization” defined by specific cultural and political tenets, creating a growing divide with European allies.

A Change in Tone, Not in Substance

Secretary of State Marco Rubio’s speech at the MSC was met with a standing ovation, a stark contrast to the “gut punch” delivered by Vice President J.D. Vance the previous year. Vance had accused Europe of abandoning “fundamental values” and questioned the common agenda between the US and the EU. Rubio, however, emphasized the intertwined destinies of the US and Europe, stating that Americans are “always a child of Europe.”

Despite the initial relief, a closer examination of Rubio’s speech revealed a message largely unchanged from Vance’s. The core tenets of the “America First” foreign policy – concerns about mass migration, the preservation of Christian culture, and a rejection of “woke” ideologies – remained central.

“An Offer of Friendship – But on White, Christian, Maga Terms”

As Claudia Major of the German Institute for International and Security Affairs succinctly put it, the US presented “an offer of friendship – but on white, Christian, Maga terms.” The emphasis on “shared heritage,” “Christian foundations,” and the “defence of western civilisation” – terms explicitly highlighted in a White House summary of the speech – echoed the rhetoric of the far-right.

This message resonated with certain European leaders, as evidenced by Rubio’s subsequent visits to Slovakia’s Robert Fico and Hungary’s Viktor Orbán, both known for their pro-Putin, anti-Brussels stances. In Budapest, Rubio hinted at potential financial support for Orbán’s government, signaling a willingness to support illiberal leaders within the EU.

European Pushback and a Search for Strategic Autonomy

The US approach has prompted a degree of pushback from European leaders. German Chancellor Friedrich Merz asserted that the culture war promoted by the “Maga” movement was not Europe’s, emphasizing the EU’s commitment to free trade, climate agreements, and the World Health Organization. French President Emmanuel Macron called for Europe to become a geopolitical power, accelerating efforts in defense, technology, and reducing reliance on major global powers.

There are also nascent discussions about increasing European strategic autonomy, including exploring the possibility of a unified European nuclear deterrent, potentially reducing reliance on the US nuclear umbrella. Initial talks between France and Germany on defense spending were also noted.

A Debate Over the “Terms of the Divorce Settlement”

The MSC, according to diplomatic editor Patrick Wintour, marked the beginning of a debate over the “terms of the divorce settlement” between the US and Europe. Le Monde argued that the definition of “western civilisation” has diverged on both sides of the Atlantic, and that Europeans have no reason to relinquish their own.

The growing rift suggests a fundamental reassessment of transatlantic relations is underway, with Europe increasingly seeking to define its own path and values independent of the United States.
