Vietnam’s Standing Secretary Makes Historic First Official Visit to Singapore

Tran Cam Tu, standing member of the Communist Party of Vietnam Secretariat, made an official visit to Singapore to co-chair the inaugural Vietnam-Singapore Strategic Dialogue, according to local Vietnamese media reports from the 21st. Vietnamese Deputy Minister of Foreign Affairs Nguyen Manh Cuong stated in media interviews that the visit marks the first official trip to Singapore by a Vietnamese Secretariat standing member and establishes a primary dialogue channel between the two nations.

Establishment of the Vietnam-Singapore Strategic Dialogue

The strategic dialogue mechanism was established following an agreement reached by leaders from both nations during a state visit to Singapore by To Lam, General Secretary of the Communist Party of Vietnam and State President, in May 2026, according to official reports. Through this arrangement, Vietnam becomes the first Southeast Asian nation to institute a bilateral party-to-party strategic dialogue mechanism with Singapore’s ruling People’s Action Party (PAP).

According to Deputy Minister Nguyen Manh Cuong, the dialogue serves as a regular and substantive communication channel for both political parties. The framework focuses on sharing experiences in party building, state governance, and policy formulation to strengthen mutual political trust between Hanoi and Singapore.

Core Pillars of Bilateral Cooperation

During the strategic talks, the Vietnamese delegation outlined three primary areas targeted for enhanced bilateral cooperation:

  • Strengthening strategic cooperation between the respective political parties.
  • Achieving a major breakthrough in technology connectivity.
  • Upgrading collaboration in cadre training and human resource development.

The initiatives rely on collaborative models combining government bodies, private enterprises, and research institutions from both countries. Plans involve expanding beyond simple technology transfers into joint projects that co-create new technologies, products, and industrial ecosystems. Additionally, both sides intend to develop high-level cadre training programs as a core pillar of bilateral relations.

Future Outlook

The inaugural strategic dialogue establishes a framework for ongoing diplomatic and technical exchange between Vietnam and Singapore.
