Luca Niculescu Designated as Prime Minister by President Nicușor Dan Amid Political Impasse

Romanian President Nicușor Dan has designated diplomat Luca Niculescu as prime minister as the country faces a severe political and economic stalemate. The nomination comes as political parties prepare for critical negotiations regarding the governance program, with early elections looming as a distinct possibility if the new administration fails to win parliamentary approval.

Consultations at Party Headquarters Scheduled for Thursday

Prime minister-designate Luca Niculescu is scheduled to meet with parliamentary party leaders on Thursday to discuss the governance program and secure necessary legislative support. The meetings will take place at individual party headquarters, beginning at 11:00 AM with the Partidul Social Democrat (PSD), followed by the Partidul Național Liberal (PNL) at 2:00 PM, and the Uniunea Democrată Maghiară din România (UDMR) at 3:30 PM. Luca Niculescu stated on social media that he is drafting a balanced program focusing on economic growth, purchasing power, and energy prices, emphasizing the need to preserve functioning systems rather than starting from scratch.

Luca Niculescu stated on social media: These days we are developing the government program and I am preparing for consultations with parliamentary parties. There will be a lot of talk about majorities, negotiations and names. It is natural. But, beyond them, what I am looking for are solutions for the political and economic balance in Romania. I start from the following question: what do people expect from a government? They want to know that their money is spent wisely and correctly, that they can cope with prices and that the state is there when they need it. Especially now, when winter is coming and the bills do not wait for the political calendar. Among the main concerns are economic growth, the protection of purchasing power and recovery measures for the business environment. And we need to find answers to the issue of energy prices. Caring for people means a healthy economy, better collection of public money and attention to how it is spent. A state that respects its citizens starts by respecting their money. I believe that Romania does not need to start from scratch every time. We need to keep what works and correct what does not work. I will take into account what the parties will tell me in these days. They have different priorities and it is natural that they should be like that. My role is to unite them in a realistic program. I will publicly present the result of these discussions.

Political Reactions and Governance Conditions From PSD and USR

Political factions have responded with varied demands and conditions regarding the proposed cabinet. PSD leader Sorin Grindeanu described his party as extremely disappointed with the designation, though he later received a broad negotiation mandate from the party. Meanwhile, Vlad Voiculescu, europarlamentar, vicepreședinte USR and an honorary adviser to President Nicușor Dan, stated in an interview with Libertatea in Strasbourg that the proposal for a designated prime minister is the last one before early elections.

Sorin Grindeanu stated: The Social Democratic Party is extremely disappointed with the choice made by Nicușor Dan last night, and further remarked: Now, throughout this period of one year and 3-4 months, there have been all kinds of excuses, scenarios in the minds of some, mainly to justify incompetence and certain disastrous results.. Sorin Grindeanu also stated regarding Luca Niculescu: I have nothing but appreciative words about Mr. Luca Niculescu..

Potential for Early Elections and Economic Pressures

Political analysts and party figures point to early elections as the ultimate alternative if the current parliamentary impasse persists. President Nicușor Dan is threatening early elections to pressure opponents, while Vlad Voiculescu emphasized to Libertatea that politicians must eventually return to the people.

Vlad Voiculescu stated: I think we already have the fourth designated prime minister, I think that if this prime minister fails to form a government and a majority that will vote for him in the Romanian Parliament, I think that early elections are a possibility.
