Alphabet-owned autonomous vehicle company Waymo received regulatory approval from the California Public Utilities Commission to drastically expand its robotaxi service across 18 counties, including regions surrounding Los Angeles and the San Francisco Bay Area, according to state filings and company announcements.

California Public Utilities Commission Approves Massive Geographic Footprint

The California Public Utilities Commission granted Waymo permission to operate across a much larger portion of the state, allowing the company to more than triple its service area in regions surrounding Los Angeles and San Francisco. According to the Los Angeles Times, the approval covers 18 counties, stretching from Santa Clarita and Thousand Oaks down to San Diego in Southern California, and from Sacramento to San Jose in Northern California.

The expansion encompasses new operations in San Diego and Sacramento, alongside communities in Marin, Napa, Orange, and Riverside counties. While the permit was officially approved following a company filing first submitted in January, the rollout will proceed incrementally. “While Waymo is receiving its permits today, expansion will be gradual and guided by its safety framework,” said Waymo spokesperson Sandy Karp, as reported by the Los Angeles Times. Waymo’s immediate operational focus targets launching rider-only service in San Diego later in the summer while validating technology in Sacramento.

National Expansion Beyond California Markets

Alongside its statewide California growth, Waymo announced a broader multi-city rollout bringing its autonomous taxi services to Tampa, Las Vegas, and Denver, according to company blog posts cited by the Los Angeles Times. In San Diego, testing with safety drivers began earlier this year, with employee-only driverless rides launching recently and public access scheduled for later in the year.

San Diego operations will initially focus on neighborhoods such as Pacific Beach, Normal Heights, La Playa, and Southcrest. Across these new markets, customers can download the Waymo application to receive notifications when rides become locally available.

Fleet Upgrades and Competitive Standing in the Autonomous Industry

Waymo relies on a diversifying fleet to support its geographic scaling. In addition to its retrofitted Jaguar I-Paces, the company launched a newer, larger, and cheaper-to-produce vehicle dubbed the Ojai, which is designed to handle difficult driving conditions like snowy roads. Furthermore, Waymo initiated autonomous driving tests with a safety driver in its newest retrofitted vehicle model, the Hyundai IONIQ 5.

Data provided by Waymo indicates its autonomous vehicles utilizing cameras, sensors, and lidar have driven more than 220 million fully autonomous miles. According to Karp, collision data shows Waymo vehicles are involved in an estimated 94% fewer collisions causing serious injuries compared to human-driven benchmarks. However, the company’s expansion occurs amid ongoing public scrutiny surrounding localized incidents, including a collision in San Francisco last year involving a pet cat.

Waymo maintains a distinct lead in the commercial robotaxi sector, operating commercial services in more than 10 major cities, including San Francisco where fully autonomous rides began in 2022 and Los Angeles where service launched in 2024. Competitors trail significantly in operational scale; Amazon-owned Zoox launched its first paid driverless rides in Las Vegas recently, while Elon Musk’s Tesla continues facing safety and operational hurdles in its autonomous vehicle development.
