Born on December 8, 1943, in Biloxi, Mississippi, Bill was the only child of the late William “Buddy” Hicks and Betty Lou (Neff) Hicks. His journey in education began in West Virginia, where he graduated from Buckhannon Upshur High School in 1962. He continued his studies at West Virginia Wesleyan College, graduating in 1966, and later earned his MBA from Stephen F. Austin University in the early 1970s.

Following his graduation from West Virginia Wesleyan, Hicks spent several years working outside the state. He held positions with Kelly Springfield Tire in both Maryland and Texas, as well as a role with Cantex Inc. In Texas.
