Zelenskyy Challenges Putin’s Repeated Deadlines
Ukrainian President Volodymyr Zelenskyy has challenged the Kremlin’s military objectives in the Donbas region, stating that Russia has repeatedly failed to meet at least 15 self-imposed deadlines to seize four regions in eastern Ukraine—Donetsk, Luhansk, Zaporizhzhia, and Kherson—over the past four years. This criticism follows recent public statements from Russian President Vladimir Putin, who continues to insist that Russian forces will prioritize the full capture of the four Ukrainian regions.
The Cycle of Stalled Eastern Advances
According to President Zelenskyy, the Russian military’s focus on the Donbas has become a cycle of missed targets and strategic repositioning. After failing to capture Kyiv in the early stages of the February 2022 invasion, Russian forces shifted their primary theater of operations to the east. While Moscow maintains control over the entire Luhansk region and significant portions of Donetsk and Zaporizhzhia, military progress has slowed.

Drone Strikes Crippling Russian Fuel Supplies
Ukrainian officials report that this deceleration is largely due to an intensified campaign of medium and long-range drone strikes targeting critical Russian oil infrastructure. These strikes have disrupted domestic fuel supplies, causing shortages that have forced Russians to wait in queues at petrol stations. Zelenskyy characterized these fuel shortages as a direct consequence of the ongoing war, describing the Ukrainian response as a strategy of “precision, not terrorism.”
Diplomatic Impasse and Rejected Proposals
The exchange of rhetoric highlights a deep divide regarding potential de-escalation. On Sunday, President Putin rejected what he described as a Ukrainian proposal to limit long-range strikes and scale down hostilities, labeling the idea a tactical ploy intended to relieve pressure on the Ukrainian military.
Zelenskyy has maintained that Ukraine has consistently proposed paths toward ending the war, but claims these overtures are routinely rejected by Moscow. Despite a recent open letter from Zelenskyy to Putin requesting a direct, one-on-one meeting, no formal negotiations have materialized.
Stagnation Across Occupied Territories
The conflict remains focused on the four regions:

Zelenskyy has urged Russian citizens to consider the future impact of the war, noting that those not yet subject to mobilization are already feeling the economic pressures of the conflict through fuel scarcity. As of late June, both sides remain committed to their stated battlefield goals, with little evidence of a diplomatic breakthrough.
