Addressing Air-Con Condensation Issues in HDB Flats: A Growing Concern

The increasing prevalence of mould growth in Housing Development Board (HDB) flats, stemming from air-conditioning usage, is prompting calls for clearer guidelines and accountability measures. Recent parliamentary discussions have highlighted the challenges faced by residents when condensation from a neighbor’s air-conditioning unit leads too dampness and mould within their own homes, sometimes resulting in health concerns.

Member of Parliament Ms. Tan raised the issue,noting the rising number of appeals related to this problem and the difficulty residents experience when the source of the issue originates from an adjacent unit. She questioned what steps could be taken to establish responsibility and facilitate cost-sharing in such disputes, advocating for guidelines to define the obligations of affected homeowners.

In response, HDB officials indicated a willingness to explore advisory measures for neighbours regarding responsible air-conditioning practices, such as moderating usage duration and temperature settings.The feasibility of wall and ceiling enhancements to mitigate condensation is also under review. However, a definitive approach to compensation remains contingent on a case-by-case assessment.

Data reveals a consistent level of concern, with HDB receiving an average of 715 reports annually between 2018 and 2022 regarding air-con related condensation. Instances of defective centralised cooling systems, as reported in Tengah in 2024, further underscore the potential for property damage.

While acknowledging the issue,the Ministry of National development maintains that regulating air-conditioning usage is not appropriate. Instead, the focus remains on providing advice and fostering a spirit of mutual respect and neighbourliness among residents. This approach emphasizes an advisory role for HDB, encouraging collaborative solutions rather than prescriptive regulations.
