R30 Million Agri-Hub in Mpumalanga Left to Decay Despite Security Presence

A R30 million agricultural hub in the Dr JS Moroka Local Municipality, Mpumalanga, intended to support both commercial and small-scale farmers, has been stripped of its resources and left to deteriorate despite the continued payment for 24-hour private security. The project, championed by the late Mpumalanga Premier David Mabuza, now stands as a symbol of wasted investment and unfulfilled promises for local farmers.

A Vision Unfulfilled

The Dr JS Moroka Fresh Produce Market, located in Moripe Gardens near Siyabuswa, was envisioned as a crucial link between farmers and the Mpumalanga International Fresh Produce Market, opening avenues for local and international distribution. The aim was to provide structured opportunities for farmers in an area grappling with high unemployment and limited market access.

Years of Delays and Setbacks

Construction of the facility began in August 2010 but stalled a month later due to a land dispute. Work resumed in May 2013, but the initial contractor was dismissed in September of the same year for poor performance. A second contractor was appointed in April 2015 with a completion deadline of September 2015 and a budget of R14 million, but was also terminated due to non-performance. A third contractor was then brought on board for an additional R6 million.

Systematic Looting and Vandalism

Residents report the facility was eventually completed around 2020, with adjacent agricultural infrastructure following in subsequent years. However, it quickly fell victim to vandalism and theft. Machinery, water tanks, pipes, and borehole equipment have all been stolen. At least five 2,500-liter JoJo tanks were reportedly burned on site, and crop protection structures have been dismantled, with steel supports stolen.

Security Concerns and Municipal Spending

Despite the widespread looting, the Dr JS Moroka municipality continues to pay for four private security guards per shift. However, residents claim the guards are ill-equipped to handle the criminals, who are armed, and have even been attacked themselves. “Criminals carry guns and the guards have batons and a one-way radio,” one passerby stated.

Broader Issues in Mpumalanga

This incident is not isolated. Democratic Alliance (DA) Member of the Provincial Legislature (MPL) Bosman Grobler highlighted a similar stalled project in the Mkhondo municipality, where at least R142 million has reportedly been spent on an incomplete agri-hub. This project, also intended to provide local farmers with a formal collection and packaging facility, has remained unfinished for over a decade.

Impact on Local Farmers

Local traditional leader Madolo III Mahlangu emphasized the importance of the agri-hub for the community, where farming is a primary source of livelihood due to high unemployment rates. He expressed hope for a resolution to the situation and the revitalization of the facility.

The Dr JS Moroka Local Municipality spokesperson, Mmasabata Ramatsetse, acknowledged receipt of questions regarding the stalled agri-hub but has not yet provided further clarity.
