Telenor Pakistan Folds into PTML

Telenor Pakistan has officially ceased operations as an independent legal entity. Following formal amalgamation into Pak Telecom Mobile Limited (PTML)—a subsidiary of Pakistan Telecommunication Company Limited (PTCL)—the company has been absorbed into a single structure. The merger received final statutory approval from the Islamabad High Court, marking a significant consolidation of the nation’s telecommunications sector under the PTML banner.

Consolidating Spectrum and Strategy

The integration merges Telenor Pakistan’s network infrastructure and customer base with PTML, the operator of the Ufone brand. According to the company, the move is designed to bolster the firm’s spectrum portfolio and expand its capacity to invest in next-generation connectivity and digital services.

President & CEO PTCL Hatem Bamatraf described the move as a “defining moment” for the industry. He emphasized that the consolidation will allow the firm to offer improved connectivity across the country. The Pakistan Telecommunication Authority (PTA) granted necessary technical approvals for the merger in March, followed by a formal notification to the Pakistan Stock Exchange (PSX).

Market Shifts and Subscriber Volatility

As of May 2026, the Pakistan Telecommunication Authority reported the country’s mobile subscriber base exceeded 206 million. Jazz held market leadership with a 36.42pc share, followed by Zong at 26.62pc. The newly unified entity now commands a 35.91pc share of the total market.

Despite the growth in scale, industry observers are bracing for churn. A senior executive at Ufone noted that around 4m out of approximately 74m total subscribers of the merged telecom company could leave the network in the coming months. The executive suggested that as the two companies fully merge their operations, customers may choose to switch their SIM cards to competing providers.

Technical Integration in Urban Centers

Ufone has already begun integrating the frequencies of both companies. This technical transition is active in major urban centers, including Karachi, Hyderabad, and Faisalabad, where subscribers are now operating on a unified network.

While network integration moves forward, administrative changes will follow a phased timeline. Official statements confirm that the migration of Telenor SIMs and the integration of billing mechanisms and balance-loading systems are scheduled for a later stage. Ufone has stated it is committed to maintaining service continuity for both Ufone and Telenor customers throughout the transition, promising an improved digital experience once the technical infrastructure merger concludes.
