Federal Regulators Reject Tesla Exemption Bid

The National Highway Traffic Safety Administration denied Tesla’s petition to avoid a recall for nearly 20,000 Model 3 and Model Y vehicles manufactured between 2017 and 2023. According to federal regulators, the electric vehicles feature low-beam headlights that exceed maximum allowable brightness limits and increase glare risks for oncoming drivers.

Federal regulators rejected Tesla’s argument that the lighting noncompliance was inconsequential to motor vehicle safety. Two years after Tesla initially informed the National Highway Traffic Safety Administration that specific low-beam headlights on its EVs exceeded federal limits, the agency officially denied the company’s exemption petition.

Hazardous Glare Prompts Free Recall Mandate

According to NHTSA associate administrator for enforcement Eileen Sullivan, the agency disagrees with Tesla’s conclusion that the bright lighting falls safely outside the field of vision of oncoming drivers. Public comments reviewed by the agency confirmed that the headlights produce hazardous glare capable of affecting surrounding traffic and operators of the subject vehicles alike.

The decision mirrors a similar ruling issued by the agency involving GM Terrain vehicles. With the petition denied, Tesla must now provide a free fix for approximately 20,000 affected Model 3 and Model Y sedans and crossovers. Representatives for Tesla did not immediately respond to requests for comment regarding the recall mechanics or timeline.

Rising LED Concerns and Modern Road Demographics

Federal safety standards dictate that while automotive technology evolves, statutory limits on glaring light directed toward oncoming and preceding traffic remain strict. Regulators note that glare issues frequently stem from a combination of factors, including the inappropriate use of high beams, illegal aftermarket lamps, improperly maintained equipment, or misaligned assemblies.

Vehicle demographics compound the visibility challenge on American roads. SUVs sit noticeably higher than standard sedans, dominating new vehicle sales across the United States. When combined with the widespread adoption of high-intensity LED headlamps, drivers increasingly report that low beams feel blindingly bright and difficult to avoid. While some modern automobiles utilize adaptive lighting systems that automatically adjust beam patterns and intensity based on driving conditions, older fleets lack these countermeasures.

The LIGHT Safety Act and Congressional Oversight

Congressional lawmakers have also stepped up scrutiny of vehicle headlamp brightness. Earlier this year, the U.S. House of Representatives received legislation introduced by Representative Marie Gluesenkamp Perez, a Democrat from Washington state.
