Meta is facing a federal trial in Oakland, California, where four state attorneys general are attempting to prove the tech giant intentionally designed Instagram and Facebook to induce youth addiction. The trial begins with jury selection at the federal court in Oakland, presided over by judge Yvonne Gonzalez Rogers. Opening statements and arguments are scheduled to run for approximately six weeks, with a verdict expected by early October.
The Stakes and the Plaintiffs
Attorneys General from California, Colorado, Kentucky, and New Jersey are leading the litigation, seeking a long list of restrictions on how Instagram and Facebook operate for minors. Alongside operational restrictions, the plaintiffs are pursuing up to $1.4 trillion in financial penalties, a theoretical maximum calculated by treating each minor user affected as a distinct violation, as detailed in the accusation.
This Oakland lawsuit functions as a test case. A defeat for Meta could push toward an agreement with the other states concerned, drawing parallels to the one concluded long ago by the tobacco industry.

Mark Zuckerberg, the boss of Meta, is slated to appear as a witness, with plaintiffs allotted three hours of questioning before the end of September. This marks the second time in six months that Zuckerberg faces questioning in court regarding platform safety, following an earlier appearance in a Los Angeles tribunal.
The foundation of the federal case traces back to late 2021, when a former employee, Frances Haugen, leaked thousands of internal research pages known as the “Facebook Files.” According to those documents, internal research conducted by Meta indicated that management was aware of Instagram’s effects on the mental health of adolescents, even as public statements maintained the platforms were reassuring.
Legal Defenses and Broader Industry Impact
Meta has denied the allegations, maintaining confidence in its youth protection safeguards. The company argues that adolescent mental health struggles cannot be attributed to a single application and asserts that many targeted features are protected under the guarantee of free speech in the Constitution.
The litigation targets core product design choices—such as infinite scroll, push notifications, and “likes”—rather than user-generated content. This legal strategy is designed to bypass the immunity enjoyed by platforms in the United States for content created by their users.

TikTok, Snapchat and YouTube (Google) are defendants in other lawsuits filed by thousands of families, school institutions, and prosecutors across the United States.
