Artificial intelligence is reshaping workforce planning and office real estate demand at an uneven pace, creating distinct winners and losers across global metropolitan markets, according to a study released by JLL in cooperation with the MIT Sloan School of Management and the MIT Center for Real Estate.
How Artificial Intelligence Transforms Employment and Office Markets
The study, titled Where AI is changing jobs and what it means for real estate, shows that artificial intelligence creates profound differences between markets, industries, and asset classes, separating those with high adaptability from those without. According to Helge Scheunemann, Head of Research at JLL Germany, corporate occupiers and real estate investors must look past theoretical risks and focus on regional adaptability. Markets that absorb disruptions quickly and redeploy displaced workers into technology-driven roles will emerge as the primary growth hubs.
Data from the US office market demonstrates that demand for tech-sector office space continues to rise despite an overall drop in tech employment. According to JLL, demand for office space in the US technology sector grew by 1.5 percent at the beginning of the year, signaling a clear decoupling of artificial intelligence growth from broader industry downsizing trends.
Three Driving Forces Shaping the Modern Labor Market
Artificial intelligence influences the labor market through three simultaneous forces: expanding existing tasks without reducing headcount, displacing specific job roles, and creating entirely new fields of work. According to the JLL research, artificial intelligence was cited as the primary reason for five percent of job cuts in 2025, while more than one million artificial intelligence-related jobs were created between 2023 and 2025. The balance of these forces varies heavily by region.
In San Francisco, for example, artificial intelligence companies accounted for nearly 30 percent of all leasing activity since 2025, even though the city ranks among the US centers with the highest risk of artificial intelligence-driven job losses. Scheunemann notes that a market’s ability to absorb disruption and retrain workers dictates real estate performance far more than baseline exposure risk.
Four Distinct Real Estate Market Trajectories
The interplay of workforce disruption and technological growth generates four distinct real estate market categories:
- High Negative Disruption: Markets where automated back-office and administrative tasks shrink teams, reducing traditional office space requirements.
- Low Disruption Through Augmentation: Markets where artificial intelligence supports skilled knowledge workers, prompting companies to upgrade to higher-quality, collaborative office environments.
- High Balancing Disruption: Markets experiencing industry restructuring and job redistribution, which shifts geographic space demand without shrinking overall totals.
- AI Boom Innovation Centers: Tech-native sectors and innovation hubs where growth sparks intense competition for premium buildings.
German Metropolitan Markets and Venture Capital Investments
Germany’s seven major metropolitan areas—Berlin, Düsseldorf, Frankfurt, Hamburg, Cologne, Munich, and Stuttgart—are following divergent paths in the artificial intelligence landscape. Munich remains Germany’s top city for artificial intelligence innovation, securing first place in Europe and eleventh worldwide in research publications. Stuttgart benefits from a robust research and development funding environment that accounts for 5.9 percent of regional gross domestic product.

Berlin’s tech ecosystem produced 23 unicorns over a five-year period, outperforming rivals such as Singapore, Stockholm, Miami, and Shenzhen, with only Seoul recording one more unicorn. Backed by nearly $54 billion in venture capital funding across Germany over the past five years, German cities remain well-positioned to capitalize on artificial intelligence-driven economic growth and commercial real estate investment, according to JLL.
