Capt. Roger Davis, program manager for Airborne Strategic Command, Control and Communications (PMA-271), confirmed that the TACAMO mission program is funded to procure 31 E-130J aircraft. Built by Lockheed Martin using the C-130J-30 Super Hercules airframe and integrated by Northrop Grumman, the Phoenix II will gradually replace Boeing 707-derived E-6B platforms that have operated for over three decades. The Naval Air Systems Command announced the Phoenix II name in August 2025 to evoke the history of the original TACAMO—meaning Take Charge And Move Out—mission flown on EC-130Q aircraft between 1963 and 1993.

Operational Shift and Fleet Expansion

The expansion from 16 to 31 aircraft stems from a division of responsibilities. Switching to a smaller turboprop platform unlocks operational advantages for the Navy. According to defense planners, the C-130J-30 can operate from semi-prepared airstrips and austere bases, which boosts dispersal options during crises. The active production line of the C-130J simplifies logistics and training compared to the retired Boeing 707 airframe. Each Phoenix II retains in-flight refueling capabilities and long endurance, anchored by a roughly five-mile-long Very Low Frequency antenna system designed to communicate with submerged submarines through electromagnetic pulse-hardened gear.

Costs, Contracts, and Program Timeline

Northrop Grumman continues supporting the legacy E-6B fleet to bridge the operational gap until the Phoenix II achieves operational status.
