RBI Governor Proposes AI to Expand Credit Access in India

Reserve Bank of India Governor Sanjay Malhotra publicly proposed deploying artificial intelligence to evaluate credit requests that human loan officers would otherwise reject. The initiative aims to expand financial inclusion across the South Asian nation by utilizing alternative data sources for unbanked citizens and small businesses.

Expanding Credit Access Through Alternative Data

India features a segment of the population and small enterprise sector operating without traditional bank accounts or formal bookkeeping. Traditional loan officers frequently reject credit applications from these borrowers due to insufficient credit histories. Malhotra suggested that artificial intelligence systems can analyze alternative metrics—including cash flow patterns, utility bill payments, and digital footprints—to determine creditworthiness.

By shifting to automated behavioral data analysis, lenders could disburse funds to individuals and micro-enterprises previously excluded from the formal financial ecosystem. This approach addresses the unique structural hurdles of emerging market economies where traditional credit scoring models fail to capture true economic activity.

Multilingual Banking and Operational Efficiency

Beyond credit underwriting, Malhotra outlined two additional operational use cases for artificial intelligence within the central banking framework. First, the technology can streamline customer service workflows and improve operational efficiency. Second, AI-driven speech interfaces can expand language accessibility across India.

India has 14 widespread languages alongside eight additional languages that are perceived as important, while a significant portion of the population remains non-literate. Developing comprehensive speech interfaces in all languages of the country aims to lower entry barriers to modern banking services. For comparison, private customer service operations globally have integrated real-time AI tools—such as accent-neutralization software deployed by call center giant Teleperformance—to bridge communication gaps.

Acknowledging Systemic Banking Risks

Despite the potential benefits for emerging markets, Malhotra acknowledged the well-documented risks associated with automated financial systems. Key vulnerabilities include a lack of algorithmic transparency, the potential for embedded discrimination against specific demographic groups, and heavy institutional reliance on third-party technology vendors.

To mitigate these hazards, the central bank governor emphasized that human oversight remains mandatory for every final credit decision. While this human-in-the-loop requirement represents an established regulatory safeguard, critics and financial technology experts frequently question its practical scalability and psychological efficacy in high-speed processing environments.
