Judicial Recusal and Conflict of Interest Disputes in the 19th Judicial District Court
According to court documents reported by Fox News Digital, all judges within the 19th Judicial District Court recused themselves from the case in December 2025. The recusals followed legal battles involving Judge Gail Ray, who previously presided over matters in the case. District Attorney Hillar Moore filed a motion in November 2025 to recuse Ray from presiding over the state’s case against co-defendant Casen Carver, whose trial is set for November 2026. Prosecutors argued that Ray could not judge fairly after Carver waived his right to a jury trial, making her the sole arbiter of the case.
Court records show that Ray’s 46-year-old son, Nelson Taylor, was convicted of several counts of forcible rape in 1997 and filed a motion in November 2025 to have those convictions overturned. That motion faced delays before being heard in late July due to the judicial conflicts of interest. Prosecutors pointed to text messages between Carver and his father—obtained during the investigation—where Carver claimed they were friends with Ray and that she “knows to help us” because of her son’s criminal justice history, as noted in a ruling by 19th Judicial District Judge Bradley Myers.
Prosecutorial Objections and Upcoming Trial Schedule
Prosecutors cited multiple previous rulings by Judge Ray that went against the state’s position, including orders to turn over data from Brooks’ cellphone, an initial ruling admitting evidence of Brooks’ activities in the 72 hours preceding the alleged assault, and a decision requiring the state to produce items from Carver’s phone, according to Fox News Digital. Despite defense objections, Ray previously allowed supporters of Madison Brooks to wear pink in the courtroom.
Carter is scheduled to face a jury on Aug. 17, 2026. Co-defendants Kaivon Washington and Casen Carver face related charges in the case. The ongoing legal proceedings continue to move through the Louisiana court system as prosecutors prepare for the scheduled trial dates.
